I think research questions should come before literature review. it serves as a guilding plan for you to search for the information you need to find out whether your topic has been studied by anyone before, what the results were? whether it supported or contrasted with what you are going to research.it helps limit your topic into some certain areas that you need to have intensive study.it will be easier for you to adjust your research direction after spending sometime reading for literature review and found that it is not appropriate for your questions. For my opinion, research questions will come first. For example,about my topic with Mr. Wesley about WTO, to do this topic, our group have to think about questions related to this topic first. It seems guiding questions to study WTO (often use WH-questions). These questions will help us to know what we should do, what parts of the topic we should study, and we choose these parts for what purposes.
