Question: Research questions or literature review come first?

Answer: Literature means books, journals, newspapers, magazines or any other electronic sources. If you don't have research questions, you don't know what literature to look for. However, if you don't review the literature, you might not formulate what to research or imagine research questions.

To sum up, research questions and literature review go hand in hand. To know what kind of literature you should read, you must have research questions first. On the other hand, to have good research questions, you must read a lot of literature first.
